However , the City will have to <br /> expedite some transfer proceedings of rights that <br /> the City owns, which are not yet incorporated into <br /> the *yin's through court proceedings in order to <br /> have the lake filled as soon as possible. This <br /> year , Harper will be used as en "operational <br /> reservoir as opposed to a carry-over reservoir." <br /> In the fall , the City's remaining Marshall <br /> supplies will be moved to Harper. but probably <br /> won' t fill Harper and will have to be drawn down <br /> to some extent in the winter to get the City <br /> through the spring of 1986. <br /> Leary suggested that the City update its policy in <br /> acquiring available water through purchase, lease , <br /> agreements, etc. Currently, the City is <br /> purchasing 202 of its water and leasing the <br /> remaining 802. This trend will probably continue <br /> according to Williamson for some time. <br /> Williamson related that Louisville's water rates <br /> are the lowest out of at least 12 other <br /> jurisdictions. The rates do not provide for <br /> conscientious water conservation. <br /> Staff will be undertaking a study of comparative <br /> water rates, make an analysis and report to <br /> Council. A written explanation of water rates <br /> will also be made available to the public <br /> explaining the rates and fixed costs built into <br /> the rates . <br /> Mayor Meier at this time referenced the last <br /> paragraph of the notice sent out to the residents <br /> informing them of a scheduled water service <br /> interruption wherein Hundley asked for voluntary <br /> conservation on the part of hoasowners. Hundley <br /> related to Council that it was important with the <br /> early arrival of warm weather, residents be <br /> encouraged to exercise conservation practices. <br /> And although, the City does not anticipate any <br /> curtailment at this time, it just sakes good sense <br /> to conserve with this being a dry year. <br /> The Department of Community Services has material <br /> available detailing good water conservation <br /> practices and design concepts that have <br /> conservative measures built in. <br /> 4 <br />
