•
intergovernmental agreement that addresses open •
space and land use. It may be appropriate at that
time to go back and check the original analysis.
It was. also the opinion of Wayne Yoshioka that
there would only be a difference from the land use
stand point, but not from the transportation stand
point.
Leary moved that the Technical Report be accepted,
but that it not advance in the transportation
planning process until the local land use issues
and impacts are resolved. Morris seconded and the
motion was passed unanimously.
CONSOLIDATION AGREEMENT
BOULDER COUNTY HOUSING
AUTHORITY Terry Hundley referenced a draft agreement
included in Council 's packet . This agreement
would transfer the assets and liability of LURHA
to the Housing Authority of Boulder County. It
also assures Louisville residents top priority for
housing in all housing within the City of
Louisville. Hundley related to Council that since
1983 the City of Louisville has contracted with
Boulder County Housing Authority for the aenagement
and maintenance of Louisville's low income housing
units, separate from Regal Square. Earlier in the
year Hundley discussed with John Rupp (former
Director of Community Development) the time
demands and staff impacts/coats of in-house
management of Regal Square. The alternative of
contracting and/or consolidation with the Housing
Authority of Boulder County were discussed
seriously .
As a follow up to these discussions, staff and a
majority of the residents of Regal Square met with
Boulder County Housing Authority to discuss these
options. The Louisville Housing Authority decided
to begin contracting April 1 with the Boulder
County Housing Authority for the management of the
Regal Square units. It was also decided to
further look at effectuating the possible
consolidation of the Louisville Housing Units with
the Boulder County Housing Authority.
Bob Jones, Chairman of LURHA, related to Council
that the conclusion to consolidate was based on
the ability of the Boulder County Housing
Authority to manage the two complexes and reduce
the City' s staff time. However , Jones also added
that Council may want to re-evaluate consolidation
and just have a management agreement.
9
