Wanush outlined pro's and con's of relieving City
staff of administrative responsibility for the two
housing projects. Wanush estimated a dollar
savings of approximately $25,000 in administrative
staff time.
Tony Delpizzo, 1337 Jefferson Ave. , spoke in
opposition to the proposal to have the Louisville
Senior Housing turned over to the Boulder County
Housing Authority. Delpizzo advised the Council
that once it is turned over to the County,
Louisville would loose total control of its
occupants and asked that Council allow the
citizens of Louisville to vote on the issue.
Steve Anderson, Past Chairman of LURHA, felt that
the management agreement with Boulder County
Housing Authority was extremely appropriate.
However , Anderson feels that to give title to the
county housing authority would be a mistake.
There are too many unknowns in years to come and
the work that LURHA put into obtaining fine
housing for low income families and seniors would
not be recognized as Louisville efforts thereby
loosing autonomy if title is turned over to the
County. The City should maintain ownership while
the County could have full authority to maintain
and oversee operations at both facilities.
Jim Liles, Boulder County Housing Authority
Director, gave Council background into the
Housing Authority's background and listed other
communities ' facilities they currently manage.
Allen Feinstein, Housing Management Coordinator
for Boulder County, related to Council that each
community ' s citizens a. e given priority to the
housing in that community. Feinstein manages
closely with the tenants and gives attention to
individual needs.
One consideration that staff considered in over
title to the Boulder County Housing Authority was
the reasoning that the obligation/liability could
outweigh the asset of continuing with a
management-only agreement on the part of Boulder
County.
Staff was directed to do an assessment to see
exactly what costs would be incurred by the City
to continue with the current â– anagecent agreement
and if Boulder County Housing Authority will agree
to continue with their services on this same
level.
10
