St 36 is <br /> an effort to increase the motor fuel tax with a 6 <br /> cent increase on gasoline and an additional 1 1/2 <br /> cents on diesel fuel. 8t 123 deals with grade <br /> separations and was introduced by Rua,. Other <br /> bills ware described by Name to Council. sum* <br /> then esented Council with a new State flag that <br /> was flown over the State Capitol. <br /> DISCUSSION - CITY POSITION[ ON CURRENT <br /> STATE LEGISLATION <br /> live specific State legislative bills were <br /> described to Council, 1) NS 1209 Air Pollution - <br /> strengthening the existing State air pollution <br /> statutes; 2) EN 1343 Establishaent of "Lotto-type* <br /> gazes; 3) 8d 36 Kotor Fuel Tax Increas,i 4) ltd <br /> 1019 Nobel Sill Cap Removal - removing the $50 <br /> million limit on State sales tax revenues <br /> allocated for highways and streets: 5) BB 1035 <br /> Sales Tax Simplification. <br /> After discussing each bill, Council unanimously <br /> endorsed NB 1209, 81 36, U 1019 and IS 1035. <br /> Council opposed 111 1343 in principal but if it is <br /> to be passed, the distribution of money should be <br /> allocated on the 50-40-10 basis. <br /> APPROVAL or 1405 mom TOR <br /> SOME MILDER ROAD PROJECT <br /> Nundley explained that since preparation of the <br /> 1906 Capital Improvement Program Budget, the City <br /> has been anticipating street construction funds <br /> from Boulder County for completion of that portion <br /> of South Boulder Road adjacent to property under <br /> County jurisdiction. The funds proposed for this <br /> roadwork are generated by the excess mill levy <br /> that Boulder County has for completing major road <br /> construction projects. In order to clarify the <br /> City's and County's respective responsibilities <br /> and rights, an agreement has been prepared <br /> identifying the obligation of each party as to the <br /> completion of South boulder Road and the <br /> appropriate funds to be attributed. This <br /> agreement would implement the City receiving <br /> $450,000 from boulder County for completing <br /> improvements on South Boulder Road. <br /> There will be no berming or landscaping on that <br /> portion from Washington to KcCaslin at this time <br /> as it is very expansive, Phare explained. <br /> Sxyaa nski moved that Council approve South Boulder <br /> Road Intergovernmental Agreement with <br /> 2 <br />
