UPDATE - DRAINAGE WAY A DRAFT REPORT Phare stated that the Public Works Department recently received the Drainage Way A Draft Report covering revisions to the Master Drainage Plan and identification of Regional Detention Facilities. At this time, the plan is being reviewed by staff and concerned developers regarding their potential involvement and impact on proposed improvements. It is anticipated that the City will be meeting with the developers later in the week to discuss the draft report and identify any corrections, errors or conflicts. Once all input is received, the Public Works Department will be meeting with WRC Consul- tants to discuss any proposed revisions. It is anticipated that the report will be brought to a Council Study Session the first part of August. AUTHORIZATION TO APPLY FOR STATE GRANT FOR DUI PROGRAM Council first discussed the DUI LEAF Grant at their • Study Session on July 16, 1987. The application is to the Colorado Division of Highway Safety wherein the City would contribute $11,559 and the grant would be for $49,218. The purpose of the program is to train all officers involved in the program to be proactive DUI patrol officers and increase the enforcement perception of all drivers by the presence of a police officer during peak DUI times. A complete proposal was submitted to Council at the July 16th Work Session. Sackett asked if there are any quotas/standards that have to be reached in order to receive the grant again next year, i.e., increase the number of arrests, etc. Leesman stated that it is a possibility. Sackett asked if having to be so aggressive in that regard would hinder business in Louisville, particularly the restaurant business. Leesman stated that someone could construe the intent of the program by becoming more aggressive than truly necessary. 6
