In that sense, <br /> the development profits by it, making a more sale- <br /> able product for the development. Once it is in, <br /> sodded and sprinkled, that's a forever thing for the <br /> City to maintain...continuous mowing, watering, etc. <br /> I feel that the developer should do these on the <br /> main arterials. I realize that we are going to be <br /> discussing these fees at our next Work Session, but <br /> I think that the fees that we do derive, don't <br /> necessarily have to go back into that exact develop- <br /> ment....we use those fees elsewhere throughout the <br /> City that helps that development such as entry fea- <br /> tures, etc. so that when you come into our City we <br /> have these nice amenities. People then want to live <br /> here and will buy a house in that development. <br /> Therefore, those fees ahould not necessarily go back <br /> directly into that immediate area. I realize some <br /> of it should, but I don't think any large portion of <br /> it needs to go back in.' <br /> Mayor Pauson further stated that any development <br /> that comes into the City impacts us in a lot of <br /> ways. "Those fees that we get from these <br /> `fievslop=cnts help us to minimize these impacts. <br /> Those are my feelings on that subject." <br /> Szymanski agreed with Mayor Fauson's comments <br /> stating that that is how the City has done business <br /> in the past and doesn't see any reason to change it <br /> now. Szymanski would only agree to these four <br /> subdivisions under the provisions recommended by <br /> Planning Commission. <br /> Sackett stated that he would like to see any <br /> cobblestone eliminated and replace it with sod. <br /> Sackett also had concerns with homeowner's <br /> associations and their ability to maintain open <br /> area in the development. <br /> Both wanush and Hoyt stated that if properly formed, <br /> homeowner associations can and do work. <br /> Wanush stated that it becomes an issue of whether <br /> the City accepts as dedicated land anything that <br /> developers do not want to use. Staff is saying that <br /> if there are areas that that are not acceptable, <br /> then it is up to the developer to form a homeowners <br /> association that meets certain criteria to maintain <br /> those area <br /> Mohr stated that since the Council is going to be <br /> considering this same issue on another development <br /> in a Work Session later this week, would it be <br /> 4 <br />
