hood has the right to be heard. If this land was for residential use the neighborhood would still have a right to be heard at the Planning Commission meeting. After a lengthy discussion by Council con- cerning the zoning of the property and how staff come to this decision it was determined that the neighborhood is all in agreement with the school/church being built. The main concern was what plan I would be if in fact the school/church is not to be built. It was also a concern by the Council that if the school is not built then the open space dedication wo4.ld have to be paid. Concern by the Council was that there is not zoning for the school itself. Mayor Fauson closed the public hearing and called for a motion. Davidson moved and Mayor Fauson seconded to approve Ordinence 01020 Series 1990 with the following change, that the zoning be changed from R-L totting to R-E zoning. Hornbostel moved and Sackett seconded to make an amendment to the motion that would include the condition that it the school/church is built that the open space dedication fee be waived, but if anything else is built then they must pay the open space dedication fee. By Roll Call Vote motion was passed 6-0. Roil Call Vote was taken or the original motion. Motion was defeated 3-3 with Carni- val, Horrbostel and Mayor Fauson voting no. Sackett moved and Carnival seconded to ap- prove Ordinance $1020 with the following changes, that the zoning be changed from R-L to R-R and to also include the amendment.
