<br />-~. <br /> <br /> <br /> <br />that Lake Park had not been started was <br />because of the drainage problem that exists. <br /> <br />Brand: When I first came on board parks was one of <br />the first things that were being discussed. <br />It seems that Lake Park and Harper Lake have <br />been in the Five Year Capital Improvement <br />Plan for several years. That a commitment <br />has been made over several years to do this <br />work. Both parks are used by people through <br />out the community. As far as Lake Park is <br />concerned there is money coming in from the <br />Urban Drainage Flood Control District. That <br />maximizes the amount of money that we can <br />spend. There is a problem with drainage. The <br />Parks Master Plan Task Force is to decide <br />where we go next on parks, including trails <br />and bikepaths. <br /> <br />Davidson: I feel the commitment is a very good point. <br />I think we need to look very seriously at <br />what we can do. <br /> <br />Sackett: I think I can be convinced to vote for Phase <br />II of the Harper Lake program, but I am <br />concerned that we are going to do Phase III <br />and Phase IV without adequate consideration <br />to the city as a whole. If someone makes the <br />motion to approve Phase II for Harper Lake, I <br />feel the motion should include that Phase III <br />and Phase IV are going to be included in the <br />- planning project of the Parks Master Task <br />Force. <br /> <br />Carnival: Asked Baysinger how he decided to do Phase I <br />of Harper Lake in 1991. <br /> <br />Baysinger: Basically it had just come from a need from <br />the department. That is not to say that <br />Hertiage Park is not in need. If there was <br />money available I would do all of the parks. <br /> <br />carnival: As council members come and go, budget and <br />priorities change. If we were all here <br />forthe next five years we could stand by our <br />commitment that we made this year when we put <br />together that Five Year Capital Improvement <br />Program and if the monies are available then <br />all of those projects could be funded. People <br />need to recognize that just because it is in <br />the Capital Improvement Program does not mean <br />it is going to be funded. So if I make this <br />motion, I will not make a motion to not do <br />Phase III and Phase IV. That does not mean <br />that we are going to do it, that means the <br /> <br /> <br />6 <br />
