-~.

money is allocated to do it. At budget time
we need to prioritize these things.
Felt the plan was a well put together plan
and well thought out plan. The concern with
Phase III and Phase IV is, are the people
that are effected by those areas buying off
by the Phase II plan?

Spence Lasley, chairman for the Harper Lake/Leon Wurl wildlife
Sanctuary Advisory Committee.

Lasley: I think all the people in Phase III have been
very well aware of what is going on in this
phase. I think if they felt that Phase III
was not going to happen then maybe they would
want the trees spread out more around the
lake. The idea is that many of the people in
Phase III feel that Phase III is not filled
out yet as far as the population of the
neighborhood and would like to wait for an
another year until the neighborhood is more
filled in and then can decide where the trees
should go.

Hornbostel: Felt there is a great need to prioritize what
is there and what really has the need. I
think people will understand if we have good
reasons for saying that money needs to be
diverted to this certain project. We need to
communicate what we are doing. As long as we
are showing progress I feel people will be
patient with us.

Sackett: I think that it is only fair to say to the
people at Harper Lake that this is part of an
overall city analysis of spending our
dollars.

Howard: I believe staff came up here tonight to get
Phase II done, not for a commitment for Phase
III or Phase IV. As long as we stick with
what staff is trying to do then I don't think
we have an argument.

Mayor Fauson: Appreciated concerns about each individual
ward. Felt these things could be addressed
when Council sits down and does goal setting.
Also we are here tonight to discuss Phase II
of this project, not the whole plan.

carnival moved to approve the bid for Phase II of Harper Lake
Project, seconded by Howard. All in favor.

7
