<br />Appendix A <br /> <br />Boyagian Consulting Scope of Work for February 2010 to February 2011 - US 36 Mayors and <br />Commissioners Coalition <br /> <br />The Boyagian Consulting (BC) scope of services for the US 36 Mayors and Commissioners Coalition <br />(MCC) for 2010/11 includes the following objectives and tasks to maintain US 36 as a priority project for <br />appropriations, SAFETEA LU reauthorization requests, as well as to identify federal grant opportunities <br />resulting from the final 2010 appropriations process. <br /> <br />Primary Objectives <br /> <br />1) Continue to support MCC in pursuit of a TIGER grant. If a TIGER grant is awarded, follow-up <br />with any actions necessary to finalize the terms of the grant and put a contract in place. <br />2) Work to secure a FY 2011 appropriations earmark under one or more of the following <br />appropriations accounts: Small Starts; Bus and Bus related facilities; Transportation and <br />Community System Preservation; Surface Transportation Improvements; others that may present <br />opportunities for multi-modal improvements along the US 36 Corridor as identified by the MCC <br />(if decided by the MCC that it would like to pursue an earmark.) <br />3) Continue to position US36 for funding in the reauthorization of SAFETEA LV. Reauthorization <br />projects have been submitted. If Congress moves a bill in 2010 BC will need to request projects <br />of the Senators. <br />4) Maintain and develop relationships with CO Congressional offices and other Members, such as <br />Chairman Oberstar. <br />5) Continue to track "Small Starts" process and other grant funding and connect the MCC with <br />opportunities to promote and secure dollars for BRT and managed lane components of the US 36 <br />project. <br />6) Explore political opportunities. <br />7) Should a "Jobs bill" (stimulus II) move forward, it would most likely provide federal funds <br />through the state as did the ARRA bill. BC will track this and update MCC. MCC, CDOT and <br />RTD will need to coordinate. <br /> <br />2010/11 Specific Action Steps and Deliverables <br /> <br />1. Position US 36 as a high priority with the Colorado delegation, key leaders, and key staff. <br /> <br />. BC will use its relationship on Capitol Hill to promote US36 and remind key congressional and <br />federal agency players of the needs along the corridor and progress of the corridor. <br /> <br />. Update and provide information to the Congressional delegation on the status of the US36 <br />corridor project - environmental, state and local funding commitments, other information the <br />MCC wishes to pass on. <br /> <br />Deliverable: Identify and provide messages that will resonate in D.C. Inform coalition of <br />contacts, conversations and feedback from Congress and USDOT. <br /> <br />Deliverable: BC to continue to communicate by email and phone on a real-time basis to let the <br />MCC know of current events and continue to participate actively in monthly MCC meetings by <br />teleconference. <br /> <br />8 <br />
