This area is the best area for a bus system. Carnival: What happens to the money if this does not go through? Womack: The board will find something to do with it. Carnival: If we vote to support this would it tie Councilman Sackett's hand as far as listening to both sides of the issues that are presented to the DRCOG board. What other way can we be supportive but yet allow you do to your job as our representative to the DRCOG board? Sackett: You can allow me to make the decision not to vote if there is something that comes up. Carnival: I don't want to vote this evening and then have something come up down at DRCOG where you felt that if we were informed of that we may have changed our mind. Sackett: I am willing to follow the direction of the Coun- cil either way. Carnival: Would you have the ability to hear the presenta- tion at the DRCOG meeting then come back to the Council? Sackett: No, I wouldn't. They would want a vote that evening. Womack: If you pass a resolution saying that you are in favor of this and if you see something different you have the right to vote differently. Sackett: I think we could pass a resolution that says that if the information that we have tonight is sub- stantial information that is presented to DRCOG, we would like to have our representative vote in favor of support. That would not hurt my ability to function. Howard: If we as a Council don't give some kind of indica- tion of how the Council as a body feels, I don't see how Councilman Sackett can be a representa- tive. I don't see why as a body we shouldn't vote on this. Davidson: I lived in the San Diego area when they first started off with the similar project. They started 3
