Howard: If we have to move the community ditch and acquire
additional lands, we won't know that until after
the design is made, through this document at
least. Thus we will be trapped into moving the
community ditch and buying additional lands.
What's the cost if we have to do that? I that in
the $300,000 range?
Phare: I believe that's the number I recall if you throw
land in.
Klee: I don't recall if that was the number in the
preliminary study last summer. The pre-design
phase which is the first stage of our activity on
the project will define that. That is prior to
any component design, facility design, etc. So
those issues are going to be identified right up
front, initially before the project proceeds.
Howard: I would like Tom to bring those findings back to
Council and inform us, because that is a major
dollar hit that we were not expecting. The
$300,000 was the difference between this bid and
the other bids that we said the $300,000 was too
expensive on. I would like to be kept informed.
Brand: The contract provides for project management team
to meet regularly to review, give input, receive
feedback. There will be a regular reporting to
the Council of progress occurring at regular
Council meetings, that is an informal reporting.
Then there will be a formal reporting at various
stages. You will be informed every step of the
way.
Phare: The contract calls for a pre-design report to be
completed at the end of May, where a lot of these
issues and specifically the community ditch issue
will be a lot further along and probably completly
answered as to which way we have to go. Also
looking at the project schedule we need to start
getting very serious about our financing plan, our
first activities will verify our cost enough to
proceed with a bracket of plus or minus financing
plan until we can firm up the numbers. We need to
start looking at that in conjunction with some of
the other activities we have programmed this year.
Fauson: Some of the property that the County had taken
over as open space, that we had voiced concern
that we may need more additional property, they
agreed that it would be available to us?
Phare: They were generally willing to work with us,
19
