<br />-.,' <br /> <br /> <br /> <br /> <br />Sackett: Has this been reviewed by the downtown com- <br />mittee? We are planning on redeveloping <br />downtown Main Street. It was my understanding <br />that they were going to try to increase the <br />amount of foliage on Main Street and I wasn't <br />sure how they were going to do that. <br /> <br />Franklin: In answer to your question, there is no <br />review committee in existence. In terms of <br />what might go downtown we do have the rati- <br />fied downtown improvement design program, <br />which the task force that the Mayor appointed <br />recommended, a series of landscaping and <br />other improvements involving street trees. I <br />believe the Council and Public Works specifi- <br />cally are moving ahead to implement. There <br />is no architectural review, there is nobody <br />other than Planning Commission and Council to <br />do that function. <br /> <br />Sackett: What I was thinking is that if those plans go <br />through there would be a tree in front espe- <br />cially with this building. <br /> <br />Franklin: If the downtown development plans are final- <br />ized, landscaping is part of it. The empha- <br />sis on trees was really for intersections and <br />other proj ections and not along Main Street <br />frontage. A lot of that is because of the <br />distance restrictions and some of the con- <br />cerns about parking and building visibility. <br />The original concept and the design program <br />all tend to focus landscaping where there are <br />no facades as the case with Spruce Street <br />east of Main or clustered at corners where <br />there are both space and opportunity to keep <br />the facades open and the signage open. <br /> <br />Sackett: Is the insurance building next to the side- <br />walk like this, or is it set back? <br /> <br />Franklin: It is set back, but it could be rebuilt to <br />the property line by right. They would have <br />to submit a Final PUD Development Plan which <br />would be subject to approval by the commis- <br />sion. <br /> <br />Sackett: I'm not clear as to whether we have the <br />opportunity to say that we want a setback or <br />don't. <br /> <br /> <br />Franklin: In approving a PUD Final Development Plan you <br />can exercise that right. It is more diffi- <br />cult to turn over, but you still could exer- <br /> <br /> <br />8 <br />
