That is all that there is supposed
to be except the error of the two-story.

Hornbostel: What about the other requests about the
berms and fences, are they still on their
plans?

Franklin: We put those requirements as far as the
spl it rail fences between the berms on
the PUD document before it was recorded.
We also put the two homes.

APPROVAL OF THE BILLS - PULLED FROM THE CONSENT CALENDAR

Davidson discussed the issue regarding the expenditure of City
funds for elected officials without City authorization. This was
discussed by Councilwoman SZYmanski at the July 2 meeting. In
reviewing the bills Councilman Davidson noticed check no. 58622 to
Marriott Resort for the CML Conference. This is an expenditure of
City funds for elected officials that had not been through the
Finance Committee nor approved by the Council. In view of
Councilwoman SZYmanski's, Mayor Fauson's and Councilman Carnival's
comments, Councilman Davidson felt it was appropriate to bring this
to the Council's attention for action either to approve the
expenditure of funds or to bill those charges to the Council people
who expended the funds. Davidson felt there needed to be Council
authorization.

Sackett: Given that I did not attend, I think I
can comment without a conflict of
interest. If a Council person goes to
the meetings and attends the meetings it
is an excellent education process and an
opportunity to meet with fellow council
people in other cities. In my view it
should be a budgeted item approved by
Council during the budget process. It
has been something that has been made
available to Council people every year
since I have been on Council. The City
has paid for the room and if you take
your spouse that is usually paid for. The
budget restricts the amount of money that
you can spend on fine dining. That
particular item is approved during the
budget process. If it would help it
should be clearly stated as a separate
budget item, but I know the funds have
been allocated in the years past. Other

19
