...1

items that are not in the budget should
get Council approval, I agree. To
require you folks that attended to retro-
actively have to pay personal funds when
the traditional policy has been that
those funds have been allocated during
the budget process is unfair.

Szymanski: It has been a matter of years, the only
thing that the ci ty pays for is the
accommodations, which I may state if
there is a spouse and they go along the
room rate is the same whether there is
one or two. Our food is not paid for.
Our registration is paid and I made 14
credits and I am proud of it. It is a
place of learning, it has always been
this way, I don't think anybody else has
ever tagged on food or entertainment.

Fauson: It has been budgeted in the sense that
when we do Council's budget the CML
Conference is included in that budget.
The City does not pay any transportation,
food or any other fee, it only pays the
registration fees and accomodations.

Hornbostel: What I find ironic is last week it wasn't
okay because it wasn't approved and it
wasn't in the budget. You felt free to
take it out on Mr. Howard. This week
since you have already paid for it, it is
alright. I'd like us to be consistent
and we're talking about $1,800.00 here.
I realize this is elected officials and
non-elected, but there is a need for us
to be consistent. If it is the policy of
the City this needs to be a line item and
approved through the budget I think that
is a good point. It needs to be made.
Last week you were using the same
rational to take pot shots at Mr. Howard.

Sackett: The fundamental difference is that
without Council authorization Mr. Howard
borrowed money, it wasn't in the budget.
It is my personal opinion that the City
Administrator needs to have some leeway
to make a decision in that regard. I feel

20
