I'm not against Howard but I do say he went about it the wrong way and we are not a loaning institution. We have banks here that could have helped him. He sat right here and started throwing dollars bills out of his wallet, but as far as I know he still hasn't paid what he owed of the $518.00. Sackett: I agree with Tom that it would help the other Council people who do attend CML to have that item delineated more clearly. If we could put that in the future budgets and if Councilperson Hornbostel wants to vote against that line item during the budget process that would be an appropriate thing to do. I do think we should be open about what we spend. I think it is real important for our Council people to at least attend one. You can abuse any privilege but it is something that I think the City benefits from. Carnival: Just for clarification once again, John mentioned it just a minute ago. The fundamental difference between the two issues is the fact that the CML was a budgeted item. The request from Kevin Howard was not a budgeted item and thus should have gone through the process as you are suggesting and as Tom is suggesting, to go through the approval process in front of this board. Now I have been on Council like Mr. Sackett since 1986 have gone to all of the CML conventions except one and I find it surprising that now the issue comes up.
