The <br /> fundamental difference between the two <br /> issues is the fact that the CML was a <br /> budgeted item. The request from Kevin <br /> Howard was not a budgeted item and thus <br /> should have gone through the process as <br /> you are suggesting and as Tom is <br /> suggesting, to go through the approval <br /> process in front of this board. Now I <br /> have been on Council like Mr. Sackett <br /> since 1986 have gone to all of the CML <br /> conventions except one and I find it <br /> surprising that now the issue comes up. <br /> It wasn't an issue last year when we went <br /> to the CML.
