There <br /> are several things that I would like to bring up. We <br /> have spent, as of our last meeting, 545 man hours on <br /> this proposed ordinance. We have met 34 times. Our <br /> first meeting was in May 29, 1990, we last met on <br /> September 24, 1991. This is a very comprehensive <br /> complicated interwoven document. It is very difficult <br /> except for very specific things to pull something out or <br /> add something without changing the whole context of <br /> portions of the document or in some cases the whole <br /> document, especially in the forms of definitions. Several <br /> of the comments that were made this evening by <br /> Council are very appropriate, especially Mr. Davidson's <br /> comments about third parties if they happen to own a <br /> business in town, which of course is my concern.
