-.,'
very careful to make sure that a business person in this
community; a doctor; anybody that has a business type
of environment could freely serve their community if
they so choose without being in conflict unless it was a
specific issue. I think that has been accomplished in
here. I am comfortable with the way it is. I do not have
a problem being a businessman and a councilperson and
living within this ordinance, as it is proposed. As far as
the various comments from Council, almost everyone
responded. Their comments were considered uniformly
in three different meetings. Some were adopted in total
and some were adopted partially and some were not
adopted at all. I give credit to Councilman Sackett, his
comments were most comprehensive, well thought out
and he obviously put a lot of work into it. I have to
defend the committee because they also put a lot of
work into this ordinance. They and myself have a lot of
pride of authorship and when you get attacked your
hackles tend to go up and you want to defend it and so
on. We are not opposed to change, we are not opposed
to amendments, but the only caution that we would ask
you is that we just can't change parts of it immediately
without going back and saying how does this change the
rest of it. This is a very, very complicated document.
We don't expect you to be able to read it and
understand it in total, there are certain parts that jump
out at you. There are certain parts that are very
evident, there is a lot of subtle information here. As we
go to public hearing the committee itself have pretty
well exhausted our resources. We've done the best job
we can do. I would like to give some special credit to
Tami Tanoue for her legal assistance which helped us
tremendously, to my co-chair Liz Black and to Suzy
Rautenstraus who acted as our secretary and gave us
the feedback so we could remember what we did the
week before. Thank you very much, appreciate it.
Hornbostel moved to set Ordinance No. 1054, Series 1991 out for Publication and public
hearing be set for November 6, 1991, seconded by Davidson.
Fauson: I would like to make one comment in the sense that Mr.
Lathrop stated about all the work that went into this
complicated document and to make any changes would
be something that they would have to go back and look
16
