I think <br /> whether it is a Council comment that comes forward or <br /> whether it is a citizen that comes forward, they should <br /> be given due consideration, not only by the Council, but <br /> also by the Ethics Committee. I think that is something <br /> that we are going to have to look at, at that time. This <br /> document has to be flexible. If it is presented as is and <br /> the thinking is that is cannot and will not be changed, <br /> I think is not correct. It is improper to say that. I think <br /> we have to be flexible enough that if there is a problem <br /> with a portion of it, or something needs to be looked at <br /> or changed or reworded we have got to be able do that. <br /> If there are no further comments, we have a motion on <br /> the floor. <br />Szymanski: Being that John has asked me to decline from voting <br /> and with the understanding that I have not seen the <br /> correction, I would prefer to excuse myself from voting <br /> at this time. <br />Sackett made an amendment to the motion that allows for a parallel document to be <br />published for public comment that includes the comments of Councilman Sackett, seconded <br />by Carnival. <br />Amendment to the motion has been made, Fauson informed Council that the amendment <br />will be dealt with first. Amendment is to include Councilman Sackett's comments in the <br />publication. Roll call was taken on the amendment. Motion passed 4-3 with Hornbostel, <br />Davidson and Howard voting no. <br />Roll call was taken on the motion to set Ordinance No. 1054, Series 1991 out for <br />publication and set a public hearing for November 6, 1991. Roll call was taken. Motion <br />was passed 5-1 with Hornbostel voting no and Szymanski abstaining. <br />DISCUSSION/DIRECTION REGARDING WATER CONSERVATION <br />MEASURES TO BE INCLUDED IN THE RAW WATER MASTER PLAN <br />Included in the Raw Water Master Plan Study being conducted by Camp Dresser and <br />McKee (CDM), is determination of appropriate water conservation measures. Information <br />from Noel Hobbs of CDM identifies numerous techniques and their potential impacts. <br />Noel Hobbs discussed the methods in more detail and identified those options which are <br />acceptable to Council. This input will then be integrated into the Raw Water Master Plan <br />Study through identification of demand to be met through water conservation measures. <br /> 17 <br />
