--,'
at. The reason we have the public hearing is to have
Council comments and public's comments. I think
whether it is a Council comment that comes forward or
whether it is a citizen that comes forward, they should
be given due consideration, not only by the Council, but
also by the Ethics Committee. I think that is something
that we are going to have to look at, at that time. This
document has to be flexible. If it is presented as is and
the thinking is that is cannot and will not be changed,
I think is not correct. It is improper to say that. I think
we have to be flexible enough that if there is a problem
with a portion of it, or something needs to be looked at
or changed or reworded we have got to be able do that.
If there are no further comments, we have a motion on
the floor.
Szymanski: Being that John has asked me to decline from voting
and with the understanding that I have not seen the
correction, I would prefer to excuse myself from voting
at this time.
Sackett made an amendment to the motion that allows for a parallel document to be
published for public comment that includes the comments of Councilman Sackett, seconded
by Carnival.
Amendment to the motion has been made, Fauson informed Council that the amendment
will be dealt with first. Amendment is to include Councilman Sackett's comments in the
publication. Roll call was taken on the amendment. Motion passed 4-3 with Hornbostel,
Davidson and Howard voting no.
Roll call was taken on the motion to set Ordinance No. 1054, Series 1991 out for
publication and set a public hearing for November 6, 1991. Roll call was taken. Motion
was passed 5-1 with Hornbostel voting no and Szymanski abstaining.
DISCUSSION/DIRECTION REGARDING WATER CONSERVATION
MEASURES TO BE INCLUDED IN THE RAW WATER MASTER PLAN
Included in the Raw Water Master Plan Study being conducted by Camp Dresser and
McKee (CDM), is determination of appropriate water conservation measures. Information
from Noel Hobbs of CDM identifies numerous techniques and their potential impacts.
Noel Hobbs discussed the methods in more detail and identified those options which are
acceptable to Council. This input will then be integrated into the Raw Water Master Plan
Study through identification of demand to be met through water conservation measures.
17
