<br />Planning Commission <br />Meeting Minutes <br />FEBRUARY 23, 2006 <br />Page 4 of 7 <br /> <br />Wood explained that the applicant owns the land that the water sits on. <br /> <br />Deborski stated that it appears there is a package of several legal items that will be need to <br />addressed regarding the lake. He requested the following information: 1) an inspection report, 2) <br />a list of requirements for the spillway and does the dam met the criteria and 3) a survey of the <br />dam. <br /> <br />Wood stated that the applicant has not provided a report but has communicated to staff that a <br />geotechnical company has been contacted to evaluate the lake area. <br /> <br />A discussion of the irrigation ditches resulted in a suggestions that the Planning Commission do <br />a site visit that could be coordinated with the Land Management Department. <br /> <br />The discussion of the SH 42 traffic impacts included the following: <br />. In accordance with a 1991 Access Control Plan for HWY 42, both Paschal Drive and <br />Hecla Drive are approved for signalization when warranted by the Colorado <br />Department of Transportation. <br />. The un signalized intersection at HWY 42 and Paschal Drive currently operates at <br />LOS "E" and will deteriorate to a LOS "F" with the addition of site generated traffic. <br />. The City of Louisville will work in cooperation with the City of Lafayette to <br />recognize whatever cost recovery structure may be in place to pay for the cost of the <br />signal. It is anticipated that the applicant will be responsible to pay for a portion of <br />the traffic signal, not to exceed 25%. <br />. No specific intersection design has been developed at this time. <br />. A sidewalk along HWY 42 is planned and will be included at the project begins to <br />reach build-out. <br /> <br />Tom Phare, Public Works Director, based on previous questions and comments from the <br />Planning Commission discussed the following: <br />. CDOT does not install a traffic signal until the signal is 'warranted'. <br />. Approximate cost of one signal is $150,000 to $200,000. <br />. A sidewalk along HWY 42 has been in the plans for several years and money has <br />been escrowed by other development projects along HWY 42 for that purpose. <br />. The dam at Hecla Reservoir probably has not been inspected because it is not part of <br />the states jurisdictions but he would follow-up with a contact to the State Dam <br />Inspector. <br /> <br />Lipton declared a 5 minute break at 9:25 PM <br /> <br />Applicant Presentation: <br />Michael Markel, 5723 Arapahoe Ave, Boulder, discussed the following: <br />. Quality of project and it relationship to the Comprehensive Plan <br />. Reviewed and discussed 'Pocket Parks' and 'Private Common Open Areas' - <br />locations of and that they serve as social gathering places for the residents. Large <br />playing fields for organized sport activities should not be a private developer's <br />responsibility. <br />. Project addresses the diversity of housing types that is currently missing in Louisville. <br />. Reviewed the Fiscal Impact Statements, the process that has been used by Markel <br />Homes and the city's finance department in the development of the statement. Based <br />on the findings the development pays for itself. <br />
