Boulder County Consortium of Cities /Boulder County Civic Forum <br />Affordable Housing Initiative <br />DRAFT <br />Boulder County Consortium of Cities: Boulder County, Broomfield City /County, Boulder, <br />Erie, Jamestown, Lafayette, Longmont, Louisville, Lyons, Nederland, Superior, Ward, <br />including housing authorities. <br />Task 1. Housing Needs Assessment for Boulder County and each city /town <br />July - November 2004 <br />Estimated Cost: $35,000 - $40,000 <br />Proposed Funding: Participating local governments <br />A cooperative Housing Needs Assessment will be commissioned county -wide and for each <br />incorporated area within Boulder County. The research and report will be consistent with <br />criteria of the US Department of Housing and Urban Development. The Cities of Boulder, <br />Lafayette and Longmont have previously conducted housing needs assessments. These will <br />be updated and republished in a common format which can include unique elements that <br />may be important to only a single jurisdiction. The expectation is that the resulting needs <br />assessment can be utilized by each jurisdiction for its own planning as well as jointly by all <br />jurisdictions in creation of a Consolidated Plan (see task 5). <br />The housing needs assessment will be conducted based on latest census, economic and <br />land -use data available. A typical needs assessment would include demographic <br />characteristics; analysis of housing demand by income levels, age, race /ethnicity, <br />occupation and other factors; evaluation of current and planned housing supply including <br />land area in Super IGA, age, condition, sizes and types of housing; occupancy; evaluation of <br />needs of special populations; fair housing issues; identification of strengths, opportunities <br />and gaps in housing market(s). The final scope of work will be developed through. a <br />negotiated process following a Request for Proposals. <br />Coordinated by Boulder County Civic Forum and <br />contractor, with data provided by local <br />governments and others. Oversight /technical <br />review committee of participating local <br />government and housing personnel. <br />The needs assessment will be monitored by an Oversight /Technical Committee with <br />representatives from Boulder County, Longmont, Lafayette, Boulder and other interested <br />municipalities and housing organizations. <br />
