Task 2. Parallel research including employment and economic activity, jobs /housing <br />mapping, commuting and other transportation issues, survey research about attitudes <br />and preferences, ideas for regional approaches from other places, other data requests <br />from co- sponsors. <br />July - November 2004 <br />Contractor, with data provided by local <br />governments and others. Focus Groups and <br />household surveys. Oversight /technical review <br />committee. <br />Estimated Cost: $18,000 - $20,000 <br />Proposed Funding: Participating local governments and co- sponsors <br />This activity will identify strengths, assets and opportunities by evaluating what is <br />working on the supply and demand sides for affordable housing both here and <br />elsewhere. It will also include focus group and survey research that will identify <br />relevant attitudes and opinions affecting affordability and supply of and demand for <br />housing in Boulder County. Existing programs such as housing trust funds, housing <br />rehabilitation, down payment assistance, "Worthy Cause" funding for transitional <br />housing, inclusionary zoning, acquisition of land and units, manufactured housing <br />incentives, non - profit sector activities, private activity bonds, fee waivers and others <br />will be documented. Through work that has already been done by DRCOG, US 36 task <br />force, economic development organizations, neighboring cities and counties, and other <br />regions, this Task will identify how outside factors such as transportation, employment, <br />child care, health services and other support services may relate to housing cost and <br />availability. Related policies such as land use regulations, occupancy limits, use of <br />accessory dwelling units, definitions of "affordable," trends in federal programs, NIMBY, <br />and landlord- tenant rules could also be included. <br />The scope of this task will be resource - constrained, but may include research and, . <br />evaluation requests from sponsors such as lenders, builders and housing providers of all <br />sectors. Individual municipalities or other co- sponsors could also augment the county- <br />wide research with more focused information requests at a small incremental cost. <br />
