COUNCIL COMMUNICATION <br />TO: MAYOR AND CITY COUNCIL <br />FROM: WILLIAM A. SIMMONS, CITY MANAGER <br />DATE: JULY 13, 2004 <br />SUBJECT: COMMUNITY PARK UPDATE <br />ORIGINATING DEPARTMENT: LAND MANAGEMENT <br />SUMMARY: <br />The Community Park process continues to move forward as staff is presently finalizing the contract for <br />design and construction document development with Design Concepts. The services provided in this <br />contract will include preparation of construction documents for bidding purposes as well as finalizing the <br />details of the final design and reviewing with staff and Council. In addition to keeping the consulting <br />services moving along, Land Management, Public Works and Planning staff are working together to <br />combine the Community Park Project and Bella Vista Road Extension Project to present to the Board of <br />Adjustment for a Floodplain Development Permit. The timing of the Floodplain Development Permit <br />submittal and approval will determine how far along the construction documents will be by fall and <br />whether we can begin construction this year or whether it will be more feasible to begin in the spring of <br />2005. An update of the park construction schedule will be provided at the study session. <br />Staff and the city attorney are also close to finalizing the closing process for acquiring additional park <br />land (3.9 acres) from Warembourg Ranches, LLC. After enacting all appropriate avenues for public <br />notification required by the city charter a date to close on the property will be chosen for later this <br />summer. In addition to purchasing the additional park land, staff is also exploring options for acquiring a <br />narrow strip of land along Roosevelt from Warembourg Ranches, LLC to allow for an off -road trail <br />connection for the Coal Creek Trail. <br />Another element of the project, the Front Street right -of -way vacation application, is also moving along <br />and being headed up by the Planning Department. A recommendation will be reviewed by the Planning <br />Commission this month and later taken to City Council. Staff is also working with the city attorney to <br />determine the appropriate course of action for dealing with the pre- existing encroachments on the <br />northern boundary (separate from the above mentioned Front Street right of way vacation application). <br />Discussions are presently underway with the Louisville Arts and Humanities Council to establish a <br />policy, process, and infrastructure for displaying sculptures in the park. <br />la SUBJECT AGENDA ITEM <br />COMMUNITY PARK UPDATE <br />i_ <br />
