A prime contributor to Superior's commercial growth is the significant number of people <br />who reside in proximity to the Town Center. Retail activity along the U.S. 36 corridor <br />has increased significantly in the last three years. The Town Center shall include <br />pedestrian- oriented development, with adequate bicycle access, that integrates <br />entertainment retail with local businesses, services and residential opportunities. An active <br />and dynamic Town Center will include pedestrian- oriented streets, on- street parallel <br />parking, mixed -use opportunities (residential over retail and/or office) <br />streetscape/landscape /pedestrian/bicycle improvements, minimal building setbacks <br />(except for public amenities and outdoor dining opportunities), shared access and shared <br />parking opportunities. <br />Policy 3.1 Establish a Town Center area as Superior's Central Business District <br />to serve as a primary focal point for the community and to distinguish the Town <br />Center from other regional, commercial and mixed -use developments. <br />Policy 3.2 Permit and encourage mixed -use development and flexible floor area <br />ratios with an emphasis on development aimed to meet the specific needs and <br />preferences of Town residents. Use the Town of Superior Survey to identify preferred <br />services and businesses. Integrate civic uses, such as a community center, into future <br />development submittals. <br />Policy 3.3 Require design guidelines to be submitted by the developer of the <br />Town Center to ensure that all phases of the development are integrated and <br />architecturally compatible. <br />Policy 3.4 Require development contiguous to Town Center to provide <br />vehicular and pedestrian/bicycle connections to established trail and open space <br />networks of the Town Center. Adjacent development shall transition from the Town <br />Center by using landscape materials, stepped building heights, and compatible <br />building materials to strengthen the character of the Town Center and respond to <br />the vision of Town residents. <br />Policy 3.5 Ensure that vehicular circulation and surface parking are secondary <br />to pedestrian circulation within the Town Center to create a "pedestrian street" <br />atmosphere. Promote a pedestrian- friendly environment that encourages people to <br />walk through and between components of the Town Center and that provides <br />connections to Original Superior, Rock Creek, and surrounding neighborhoods. In <br />addition, transit stops shall be strategically located to allow Town Center visitors to <br />use public transportation. <br />Policy 3.6 Develop a Town of Superior Parking District that coordinates public <br />and private parking facilities to encourage and enable the development of shared <br />parking and structured parking facilities. <br />TOWN OF SUPERIOR COMPREHENSIVE PLAN 9/10/01 <br />33 <br />
