City Council <br /> Meeting Minutes <br /> May 18, 2010 <br /> Page 6 of 13 <br /> Ken Wiley, Xcel Energy Right -of -Way Department, explained he submitted the <br /> documents through the Public Works Department for Council approval. <br /> MOTION: Councilor Muckle moved to approve Resolution No. 26, Series 2010, <br /> seconded by Councilor Clabots. All were in favor. Motion carried. <br /> DEVELOPMENT FOR THE NORTH END <br /> Mayor Sisk requested a Staff presentation. <br /> City Attorney Light explained Ordinance No. 1572, Series 2010 and Resolution No. 25, <br /> Series 2010 relate to amendments to the North End subdivision. Resolution No. 25, <br /> Series 2010 approves a re -plat of Block 6 and 7. Ordinance No. 1572, Series 2010 <br /> amends the North End General Development Plan, Plat and Planned Unit Development. <br /> Principal Planner McCartney explained the applicant, North End Properties LLC, <br /> proposes to reconfigure Block 6 and 7 into a total of 16 single family homes: 4 single <br /> family Tots in Block 6 and 12 single family lots in Block 7, to allow for a transfer of 12 <br /> multi family units from Planning Area No. 4 (Blocks 6 and 7) to Planning Area No. 1. <br /> The transferred units would remain as multifamily dwelling units. The proposed <br /> development does not change the density allowed under the original PUD, rather the <br /> request shifts the density from one planning area to another. The applicant is also <br /> amending the North End PUD to allow for a smaller minimum lot size and higher <br /> maximum lot coverage. The proposed minimum lot area is proposed because lots 1, 2, <br /> 9 and 10 are less than 4,000 SF in lot area. Lot sizes under 4,000 SF already exist in <br /> Block 5 of Planning Area #5; therefore the request is consistent with the waivers <br /> approved as part of the original PUD. Staff recommended the following notes be added <br /> to the General Development Plan: <br /> 1. Add a note under the "PUD Dimensional and Bulk Standards" table (on sheet P- <br /> 2) stating "70% lot coverage is permitted for lots under 4, 000 SF. All lots 4,000 <br /> SF and above shall have a maximum lot coverage of 55 <br /> 2. In the "Permitted Use Notes" section of the GDP, Staff recommends the following <br /> language be added to the end of note #1 "Residential units limited to residential <br /> over commercial multifamily attached units." <br /> 3. Add the following notes to the Trail Modification Cross Section on Sheet 2 of the <br /> Final Plat and Concept Plans: <br /> a. All re- grading for trail modifications shall be re- seeded with the native <br /> seed mix specified on the original plans and follow all requirements of the <br /> Reclamation Standard for Disturbances on City of Louisville Open Space <br /> Lands. <br /> b. All requirements, including but not limited to materials, compaction, slope <br /> and clearance, specified a note be included regarding the minimum lot <br /> coverage request. The note should read "70% lot coverage is permitted <br /> for lots less than 4,000 SF. All lots 4,000 SF and above shall have a <br />
