In the "Permitted Use Notes" section of the GDP, add the following to the end of <br /> Note #2: "The development intent is that any development of the 12 multi family units <br /> not detract from or substitute for commercial development square footage." <br /> Mayor Pro Tem Marsella seconded the motion. Roll call vote was taken. The motion <br /> carried by a vote of 7 -0. <br /> DISCUSSION /DIRECTION /ACTION COUNCIL INPUT ON REVISIONS TO <br /> DOWNTOWN PARKING REQUIREMENTS, FLOOR AREA RATIO (FAR) CAP, <br /> SHARED PARKING AND FEE -IN -LIEU <br /> Mayor Sisk requested a Staff presentation. <br /> Planner II McMillan reviewed an outline of his presentation: Background; Parking Study; <br /> Parking Policy Recommendations; Cap on Downtown Development; Implementation <br /> Workshops; Parking Action Plan and Fee in Lieu. The study began in December of <br /> 2008 with the discussion on Fee -in -Lieu. A special meeting was conducted in January <br /> of 2009 with the downtown stakeholders. The Planning Commission reviewed the <br /> Study in November of 2009. The methodology of the study documented existing square <br /> footage; created an inventory of the parking spaces and documented parking space <br /> utilization. He noted there are 403 public parking spaces; 272 on the street; 131 off <br /> street, 468 private parking spaces for a total of 871. The parking recommendations are <br /> as follows: <br /> 1. Increasing the cap on development of the westerly portion of downtown from <br /> 354,000 square feet to 475,000 square feet (excluding City -owned buildings). <br /> 2. Reducing the downtown parking requirement from 1 space per 400 feet of <br /> development to 1 space per 500 square feet of development for all uses except <br /> for residential and adopting specific residential parking requirements for the <br /> downtown area. <br /> 3. Modifying the downtown parking regulations to permit a reduction in the parking <br /> requirement of up to 25% where shared parking is used. This would also require <br /> the completion of a parking study to demonstrate the feasibility of shared parking <br /> where it is proposed, and the recordation of an agreement to document shared <br /> parking arrangements. <br /> Planning Director Russ reviewed a comprehensive parking action plan, if authorized, <br /> would be part of an adopting ordinance. Workshops would be implemented to develop <br /> ownership; identify the best tools; identify the best solution; achieve support and monitor <br /> the level of success. The Parking Action Plan would deal with incremental parking <br /> improvements; pedestrian connectivity and comfort; public space improvement; crime <br /> prevention through environmental design and long -term parking actions. <br />
