<br />Planning Commission <br />Meeting Minutes <br />JULY 13, 2006 <br />Page 5 of 13 <br /> <br />Bob Tofte, 1417 Courtesy Road, Louisville stated that he lives within the Urban Renewal Area <br />and is also a member of the Louisville Revitalization Commission (LRC) . He stated that the <br />LRC had worked hard to make sure the Plan follows the Comprehensive Plan. He concluded by <br />stating that he supports the Plan. <br /> <br />Roy Davis, 1092 E. Harper, Louisville asked if some of the neighborhoods close to the proposed <br />train station would be replaced for parking, and are there specific regulations for parking <br />requirements at train stations. <br /> <br />Wood replied that the intent of the HWY 42 Revitalization Area Plan has been to keep the two <br />residential areas intact. The main focus for the location of the train station has been within the <br />Industrial Area. The actual parking requirements will be determined by a projected rider-ship <br />that will come forward during the formal review process. The conceptual design plans that have <br />been presented for that area have included buffering for the residential area as well as a building <br />scale that is compatible to residential neighborhoods. <br /> <br />Sally Harris, 1111 Front St., Louisville identified the location of her home. She identified two <br />sections (5.1 and 5.2) within the Plan that she requested to be changed. <br /> <br />Lipton advised Harris that the requested changes can not come as a recommendation from the <br />Planning Commission. He encouraged her to discuss with the LRC and City Council. <br /> <br />Don Attwood, 298 S. Taft Ct., Louisville stated that he does not believe the Plan is economically <br />feasible for the City. He also stated that the document does not include a TIF plan. He <br />encouraged the Commission to not support the Plan. <br /> <br />Lipton clarified that the Plan states that the TIF Plans, when presented, must be an economic <br />benefit to the City. <br /> <br />John Leary, 1116 Lafarge, Louisville provided two reasons that the Commission should not <br />recommend approval of the Plan as follows: <br />1) There is no single vision for the HWY 42 Plan. <br />2) There are two pieces of information missing: <br />a. A clear set of objectives <br />b. A set of financial objectives. <br /> <br />Douglas Harper, 1160 South Boulder Road, Louisville asked for information on the timing for <br />the road improvements along HWY 42 and South Boulder Road. <br /> <br />Simmons requested to respond. Lipton granted the request. <br /> <br />Simmons stated that the City is in the process of adopting a plan for that area. The City has <br />requested of Boulder County the ability to align HWY 42 approximately 25-30 feet east of its <br />current alignment. The alignment will also require approval of CDOT. The City Council will <br />also take public comment during the regular public hearing process. The proposed plan does <br />include the intersection ofHWY 42 and South Boulder Road. <br /> <br />Closing Comments of Staff: No additional comments. <br /> <br />Public Hearing Closed / Commission Comments: <br />Lipton stated that it is important for all to understand the purpose of the Plan. He referenced page <br />9 of the Draft Urban Renewal Plan. He read the following: "The purpose of the Highway 42 <br />Revitalization Area Urban Renewal Plan is to reduce, eliminate and prevent the spread of blight <br />
