Call to Order <br /> Chairman Robert Muckle called the meeting to order at 7:35 am. <br /> <br />II. Roll Call <br /> was taken and the following members were present: <br /> <br /> City Council: Mr. Muckle and Mr. Dalton <br /> <br /> Absent: Mr. Sisk <br /> <br /> Staff Present: Mr. Copeland, Mr. Fleming, Mr. Hill, Ms. Kelley, Mr. Mason, Mr. <br />Mathes, Mr. Phare, and Mr. Watson. <br /> <br />III. Approval of Agenda: Agenda approved. <br /> <br />IV. Approval of the Minutes: Minutes of July 16, 2010 meeting approved as written. <br /> <br />V. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA: <br />no public comments <br /> <br />VI. Update Water Resources <br /> <br /> The usual Water Supply & Demand Analysis table and chart, updated through <br />the end of September, was presented showing the projected demand, storage <br />and diversions through the end of 2011. Lower demands have increased the <br />availability of water shown on the table and chart compared to the numbers <br />presented in July. The chart showing current year data (diversions, demands, <br />and storage) compared to a 5-year running average showed similar trends. A <br />brief discussion followed on the existing capacities of various system <br />components and how the system is typically operated. <br /> Due to the economic downturn, the City has been approached by individuals <br />with C-BT (Colorado-Big Thompson) for sale at a good price. This may be a <br />good time to pick-up additional C-BT units, as recommended by the 2003 <br />Update to the Raw Water Master Plan (600 additional units). Also, the City <br />owns a valuable senior water right, but due to its location on the stream it has <br />been difficult to utilize (realizing 0-30% yield).
