City Council Water Committee <br />Meeting Minutes <br />Friday, October 8, 2010 <br />Page 3 of 3 <br /> <br />Indirect costs as applied to the Enterprise Funds were also discussed. It would <br />be reasonable to review the justification of the indirect cost transfers to the <br />General Fund to make sure they are defendable and are equitable across <br />funds. <br />A Facilities Plan, which would integrate system capacity, water resources, <br />operations, maintenance, emergency response and regulation within the <br />context of existing and projected future demand scenarios, was discussed. <br />towards build-out addressing the ifs, whens, priorities, and under what <br />scenarios the various projects would be completed. The plan would provide <br />estimated costs and timing through an extended timeline (i.e.15+ years) to <br />facilitate budgeting needs beyond the existing 5-year CIP. Once an <br />Study may be a reasonable method to determine the financial means to best <br />address the funding of the Utility Enterprise. Assumptions can result in widely <br />varying results and should be reduced as much as possible prior to any plans <br />or studies. Currently the biggest unknowns are the potential impacts of the <br />development of the COP property. <br />IX. Update Water Projects <br />Mr. Mason addressed the progress of the meter replacement project. There <br />remains 13 meters to be replaced; these are typically vacant homes where the <br />owners are difficult to track down. Final Notices and service disconnects may <br />be necessary for these units. The installation has come in under budget and <br />the old meter bodies have been recycled. <br />Ms. Kelley addressed utility billing issues related to the new meters; calls due <br />to higher consumption (bills), conversion to the new software did not carryover <br />larger meter multipliers, incorporating meter change out data in billing software, <br /> <br />A short discussion followed with a suggestion that a revision to the City Code <br />clarifyi <br />would be allowed, may be warranted. <br />X. Agenda Items and Date for Next Meeting <br /> A follow up meeting to further discuss the topics presented during this meeting <br />is scheduled for Friday, October 22, 2010. <br />XI.
