parking and circulation areas on the south and east sides of the building. Applicable parking and building <br />setbacks for the Colorado Tech Center (CTC) are met on all property lines. <br /> <br />Two curb cuts are proposed in order to provide appropriate on-site circulation for semi-trailer deliveries. <br />Only one curb cut per lot is allowed in the CTC, First Filing. Additional curb cuts are only to be allowed <br />if a specific need is demonstrated and the City determines the proposed design will not cause other on or <br />off-site design problems. Staff does not believe the additional curb cut will present any design conflicts. <br /> <br />Because of the nature of the use, there are several overhead loading doors proposed. They have been <br />located to minimize their visibility from the street. The applicant is requesting approval of a fenced <br />outdoor storage area on the west side of the building, between the building and railroad tracks. The CTC <br />PUD and other applicable City zoning regulations require exterior storage areas to be fully screened from <br />the street. With the proposed location, fence, and landscape screening, staff finds that requirement to be <br />met. <br /> <br />Twenty parking spaces are provided at a ratio of 1.7 spaces per 1,000 sf of gross floor area. It would <br />likely be possible to provide additional parking on the site, in the'future, if a more intensive use were to <br />be proposed. <br /> <br />Landscape coverage is very high, at approximately 47% of the site. A strong emphasis is given to the <br />street landscaping. Street shade trees, along with shrubs, perennials, and some ornamental and evergreen <br />trees, are provided in the right of way and in the front setback area. <br /> <br />The building is proposed to be constructed of integrally colored concrete masonry units (CMU). As the <br />building is primarily a warehouse, the design is fairly simple. The focus of the architecture is on the office <br />portion of the building, adjacent to the street, where a covered entry area with a standing seam metal roof <br />is provided. <br /> <br />Proposed site and building lighting complies with typical CTC requirements. Wall-mounted fixtures are <br />used only for loading areas and for security in the rear storage area. <br /> <br />One CTC-standard small monument sign (3'x5') is proposed at the main entry off Dogwood. The <br />materials will match the building, with text being constructed of individually mounted aluminum letters. <br />Ground mounted direct lighting is also proposed. The sign needs to be shifted to provide a minimum 10- <br />foot setback from the right-of-way, and a landscape bed should be added at the sign base. <br /> <br />Most Planning Commission conditions of approval have been met. The two outstanding conditions, <br />which require action by the applicant before building permit issuance, are: <br /> <br />That the final sidewalk design be subject to City staff review and approval through the <br />civil plan and building permit processes, to verify that street tree locations meet minimum <br />separation requirements from public sidewalks and utilities. <br /> <br />11 <br /> <br /> <br />
