Howard arrived (7:23 p.m.).

Levihn suggested that Council establish a time line for reviewing these issues, possibly adopt a
moratorium on any future projects but allow the two projects currently underway to continue.

Sisk stated that Nancy Love expressed willingness to delay her expansion project for a few months and
Arlin Lehman has previously expressed a willingness to work with the City on his project. He suggested
contacting Lehman for his agreement to also delay his expansion for a few months. This would allow
Council time to review the issues and set some time guidelines to comply with.

Mayer stated that the current perception of Council is that they don't know what they will do next.
Applicants coming forward with building proposals have no idea what requirements they will have to
meet. He agreed with Sisk and Levihn. He stated that Council may need to meet once a week over the
next few months to complete this task.

Sisk moved that Council continue Ordinance No. 1287, Series 1998 - An Ordinance Establishing a
Parking Improvement Fee to Assist in Meeting Parking Needs in Downtown Louisville, and Amending
Chapter 17.20 of the Louisville Municipal Code and the Louisville Commercial Development Design
Standards and Guidelines to Require That All Development Except Retail and Restaurant Development
Within Downtown Louisville Meet Specific Off-Street Parking Requirements or, In Lieu Thereof, Pay a
Parking Improvement Fee until March 16, 1999, seconded by Mayer. All in favor, with Howard
abstaining.

RESOLUTION No. 1, SERIES 1999 - A RESOLUTION APPROVING AN AMENDED FINAL
PUD FOR A MODIFIED SIGN PACKAGE FOR CENTROBE,
(FORMERLY NEODATA) LOT 1, BLOCK 1, CENTENNIAL VALLEY BUSINESS PARK,
FILING 83

Davidson called for staff presentation.

Paul Wood, Planning Director, explained both Resolutions No. 1 and No. 2 are for modified sign
packages for Centrobe, the business formerly known as Neodata. The applicant is requesting approval to
modify the existing wall sign facing US 36 and add a new 32 square-foot monument sign along
Centennial Parkway. The PUD Amendment was approved in 1997, and authorized a five foot high by
31'1" long, individual pan channel, illuminated wall sign on the south elevation of the building.

The existing temporary sign was erected without a permit last spring. A temporary banner is'in place
where the proposed wall sign would be located. This PUD amendment was originally scheduled for
Planning Commission review on September 8, 1998. It was continued because the application was
incomplete. Planning Commission conducted a public hearing and took action on October 13. The
applicant submitted complete, revised plans on December 28 for this hearing.

The Planning Commission reviewed the wall sign and did not take issue with its size, as Quantum and
Datex Ohmeda both had similar variances and amendments to their PUDs.
