IECC and IRC of 2024 edition is not published yet. Staff will begin reviewing 2024 suite <br />of codes. IEBC 2024 adoption and "change of use" in regards to the IECC code. <br />State energy office requiring 2021 IECC and cannot go back to be less than the state <br />requirements, only affecting municipalities that have a building dept, others are exempt <br />from meeting the code. <br />The Board discussed the differences of 2021 IECC code and vs. adopting the 2024 <br />IECC. <br />Chad explained the draft into one version compiled of previous 2021 IECC <br />amendments. Met with contractor and homeowners over issues with current energy <br />code requirements and developing new requirements including heat pump parameters <br />of what is a cold climate heat pump; allows gas for RTUs; heat recovery systems. <br />2024: residential battery systems and storage; energy companies will start charging <br />higher amounts during peak times. Gas and hydrogen infusion systems. <br />Possible amendment on battery packs, due to toxicity and fire hazard cannot be inside <br />the house. <br />The Board discussed the WUI code and fire sprinklers and that if the City brought back <br />fire sprinklers that the WUI code would not be as necessary. Some options instead of <br />fire sprinklers would be screens on attic vents; hardie siding; fire rated windows. <br />Public Comments — <br />1 . Chad read email from Andy Johnson regarding HERS ratings differences <br />between HERS 48 and 47 and appendix RC. Appendix RC requires HERS of 47 <br />before renewals. The cost difference between HERS of 48 and 47 is significant. <br />He explained models he ran for 47,48, 49 and the cost difference in the tens of <br />thousands and cost between 47 and 48 is known to energy raters. He believes <br />this is financial segregation for affordability in building a house. He recommends <br />a HERS of 50 and cleaning up the energy code. <br />2. Chad explained that City Council decided the day before the BCBOA meeting <br />that they would like the Board to provide guidance on recommendation for 2021 <br />energy code revisions. The Board decided that they need more time to review <br />the changes.
