He <br /> explained Comcast hired about 30 lobbying firms to help initiate the acquisition of <br /> the NBC Universal Company. He read a list of media properties Comcast will <br /> own after the acquisition. <br /> Councilor Muckle arrived at 7:10 p.m. <br /> REGULAR BUSINESS <br /> 2011 PROPOSED BUDGET DISCUSSION /DIRECTION <br /> City Manager Fleming explained the 2011 Proposed Budget was presented at <br /> the October 5, 2010 City Council meeting. Staff would address Councilors <br /> questions relative to the 2011 Proposed Budget and the Capital Project Budget. <br /> Automated Material Handling System (AMS): Library Director Barrett <br /> presented an overview of the automated material handling systems (AMS). She <br /> reviewed the library's circulation rate between 2007 and 2010 and noted it has <br /> increased by 10% however the staff levels have remained the same. She cited <br /> the staffing cost with a manual returns system, which would require additional <br /> staff to keep up with the demand. She presented a quote from 3M for an <br /> automated material handling system and stated it would improve customer <br /> service, shelve materials quicker, reduce errors, eliminate backlogs, reduce risk <br /> of repetitive motion injuries and extends the life of Library materials by <br /> eliminating damage from book drops. <br /> COUNCIL COMMENTS <br /> Councilors inquired whether the AMS would reduce the staffing levels, which <br /> would offset the cost of the AMS. Library Director Barrett stated the AMS would <br /> provide a combination of savings, including opportunities for inventory and <br /> customer service. There were questions relative to equipment warranty and <br /> annual maintenance fees. There were comments in support of the AMS and <br /> questions with respect to the requirements for IT support. <br /> Performance Appraisal Ratings: City Manager Fleming reviewed a graph and <br /> table illustrating the number of employee who received "Outstanding "Exceeds <br /> "Meets" and "Need Improvement" evaluations for the past four years. It did not <br /> show the figure for each pay band. A second table illustrated the merit increases <br /> associated with each level. <br /> Human Resources Information System: Human Resources Manager Hix <br /> responded to Councilors questions relative to the 2011 Capital Project Budget <br /> request for a Human Resources Information System (HRIS).
