City Council <br /> Special Meeting Minutes <br /> October 12, 2010 <br /> Page 3 of 5 <br /> Human Resources currently use the City's Financial Management Software <br /> American Data Group (ADG), which is limited primarily to payroll, accounting and <br /> some special programs. An HRIS system is used to cost effectively link people, <br /> strategy, and performance together to make effective decisions to maintain <br /> information required to comply with federal regulations. She noted the system <br /> would require interfacing with ADG and management by the IT Department. <br /> City Manager Fleming explained the current process for managing employee <br /> records is very labor intensive and requires Excel spreadsheets. An HRIS <br /> system would provide applications for budget analysis and streamline the open <br /> enrollment process. He voiced his support for the HRIS system. <br /> Finance Director Watson felt an analysis should be done before any money was <br /> expended on an HRIS system. He stated an HRIS system would have to <br /> interface with ADG, which may be problematic by creating additional steps in the <br /> process including uploads, downloads and a segregation of duties. <br /> COUNCIL COMMENTS <br /> Councilors commented on the cost of the HRIS System, its ability to interface <br /> with the City's Financial Management System and to be managed by the IT <br /> Department. Overall, Councilors were supportive of a HRIS System and going <br /> forward with the RFP process. <br /> Aquarius Trailhead Parking Lot Improvement: Parks and Recreation Director <br /> Stevens reviewed the CIP request for improvements to the Aquarius Trailhead <br /> Parking Lot, which was constructed in 1995. The original design and materials <br /> create problems for routine and annual maintenance. Poor drainage causes <br /> pooling water, which becomes icy in winter and muddy in summer, creating <br /> slipping hazards and stuck vehicles. The first CIP request was based on <br /> rebuilding the parking lot to be ADA compliant, providing landscaping, trash <br /> containers, walkways and bike racks. The second CIP request provides basic <br /> maintenance to re -grade the parking lot and provide drainage. The Aquarius <br /> Parking Lot CIP request was revised from $262,000 to $90,000. <br /> COUNCIL COMMENTS <br /> There were comments supporting improvements to the Aquarius Parking Lot in <br /> increments and for seeking grants. There was concern voiced over using <br /> Conservation Trust Land Acquisition Funds for equipment purchases and <br /> maintenance and improvements to parking lots. <br /> Mowing Native Grasses: Parks and Recreation Director Stevens explained <br /> $30,000 was cut from the 2010 budget for mowing operations in parks, right -of- <br /> ways and open space.
