City Council <br /> Meeting Minutes <br /> November 1, 2010 <br /> Page 3 of 11 <br /> Mr. Sobel responded to Mayor Sisk's comments and clarified he filed a lawsuit against <br /> the GMTC for failure to complete his open records request. He explained the GMTC <br /> proposes to become a non profit organization and give up their regulatory powers. He <br /> objected to being the object of discussion and requested the concentration be on the <br /> issues and not the person. <br /> CITY MANAGER'S REPORT <br /> City Manager Fleming reported on the Highway 42 /South Boulder Road paving project, <br /> which should be completed by the end of the week. The 55 minute delay in traffic last <br /> week was due to the final paving layer at the crossing of the intersection. It requires 55 <br /> minutes to layout the asphalt and cool so cars may drive on it. Later this week the <br /> paving on South Boulder Road will be complete, the new signal will be activated, the <br /> median work will be complete, the pavement will be striped and the signage will be <br /> installed. Sidewalk work will be completed in the next few weeks. <br /> Councilor Dalton stated one comment was the work should have been done at night. <br /> City Manager Fleming explained the paving project could not be done at night because <br /> it requires the surface and air temperature be at least 50 degrees and rising in order for <br /> the paving material to cure. <br /> He reported the Library cataloging system has not been functioning properly. The <br /> software provider brought in a specialist and the problem was corrected this afternoon. <br /> It will take the library staff a day or two to catalog the materials and return them to the <br /> shelves. <br /> Public Works Director Phare reported on the South Boulder paving project and stated <br /> other than the turn lanes, the paving on the east bound lanes of South Boulder Road, <br /> east of Highway 42 has been completed. The westbound lanes will be completed on <br /> Tuesday. The paving project should be completed by Thursday of this week. <br /> City Attorney Light reported on the Hamon litigation. The trial began on Monday, <br /> October 25. The Plaintiff and the City presented witnesses and when the testimony is <br /> over, the case will be decided by jury of six. <br /> REGULAR BUSINESS <br /> ADOPTION OF 2011 BUDGET <br /> Mayor Sisk requested a Staff presentation. <br /> City Manager Fleming outlined the three resolutions, which will adopt the 2011 budget, <br /> appropriate the funds and levy the general property taxes.
