Bill Simmons, City Administrator, reported that the two-hour parking enforcement, with <br />particular emphasis on the 600 -900 blocks of Main, and the blocks of Pine on each side <br />of Main Street, is tentatively scheduled to begin January 25, 1999. Officers are to issue <br />warning notices initially and, after an appropriate time, proceed to issuing tickets. <br />Warnings will also be issued to any vehicle parked long-term within the commercial core <br />area. <br /> <br />Sisk expressed concern that issuing warnings for the first two weeks may send out the <br />wrong message, as some cars could receive numerous warnings within that time. <br /> <br />Simmons replied that a time limit for warnings has not been set, it will be up to the Police <br />Department to use judgment as to when a ticket should be issued. A ticket could be <br />issued at any time once the enforcement begins. <br /> <br />RESOLUTION NO. 4, SERIES 1999 - A RESOLUTION APPROVING AN AMENDED FINAL PUD <br />DEVELOPMENT PLAN FOR A MODIFIED SIGN PROGRAM FOR RITE AID~ LOT 2, <br />CENTENNIAL VALLEY, PARCEL L 1, REPLAT (CONTINUED FROM JANUARY 5~ 1999) <br /> <br />Davidson called for staff introduction. <br /> <br />Paul Wood, Planning Director, stated that this Resolution is a request to amend the Final <br />PUD, which was approved in July, 1997. There were two wall signs approved, at 35 sf <br />each, one small directional sign for the drive-through pharmacy, and a pharmacy sign that <br />was attached to the canopy of the drive-through. This request is to add the word <br />'pharmacy' under the word 'Rite Aid' for an additional 10 sf on both elevations, in <br />addition to a second directional sign for the drive-through. This request went before the <br />planning Commission, and they felt that it would be more appropriate to eliminate the <br />current directional sign and approve a directional sign at the northeast comer of the site. <br />This would be more visible to customers in the front of the store who would be looking <br />for the drive-through pharmacy. The second condition is in regard to the pharmacy <br />canopy lighting. The PUD did not reflect any specific lighting underneath the canopy <br />structure. Staff approved a building permit for a fixture with the assumption that it would <br />be recessed into the ceiling. This light is not recessed and, therefore, staff is requesting <br />that shielding detail be added on all sides of the fixture to confine the light directly under <br />the canopy. He introduced Mark Coleman, who was in attendance to represent Rite Aid. <br /> <br />Davidson called for the applicant's presentation. <br /> <br />Mark Coleman, 5140 E Arapahoe Road, Littleton, Colorado, stated that they are asking to <br />place the word 'pharmacy' on their building because over seventy percent of Rite Aid's <br />sales come from pharmacy-related items and over-the-counter products. He agreed to add <br />shielding to the pharmacy drive-through canopy lights. He was then available to answer <br />any questions. <br /> <br /> <br />
