<br />REQUEST FOR PROPOSALS <br />CITY OF LOUISVILLE WATER SYSTEM FACILITIES PLAN <br />SECTION I Summary: The City of Louisville is requesting a limited number of <br />consultants to respond to this request. The purpose of the request is to develop a plan, <br /> assist in the prioritization, scheduling and funding of capital projects <br />within the water system between now and expected build-out. It is also desired to <br />review the adequacy of the existing facilities and infrastructure due to design and <br />regulatory changes since their construction. Tasks, as more extensively detailed below, <br />will encompass; public outreach, reviewing existing data and facilities, evaluating capital <br />projects, creation of a decision tree, and summary report. <br /> <br />SECTION II General: The City of Louisville, incorporated in 1882, is a Colorado <br />municipality with approximately 19,700 current residents and covers an area of <br />approximately eight square miles. 2009 Comprehensive Plan estimates an <br />ultimate population of 23,000 and about 500 acres of developable land remaining. <br />Two conventional Water Treatment Plants (WTP) provide water to customers <br />within three pressure zones. The current North WTP (NWTP), built in 1985, is situated <br />in the Low Zone and has a rated capacity of 8 MGD. A pump station at the plant can <br />pump water into the High Zone. The Howard Berry Water Treatment Facility (HBWTF), <br />built in 1993, is situated in the Mid Zone and has a rated capacity of 5 MGD. When <br />capacity is available, pumps at the HBWTF are utilized to serve the High Zone. System <br />storage consists of three storage tanks totaling 8.5 MG; 3 MG Low Zone tank located at <br />the NWTP, 3.5 MG Mid Zone tank located at the HBWTF, and 2 MG High Zone tank. <br /> <br />SECTION III City Information: the following types of information are available: <br />- Facility as-builts <br />- System maps <br />- Production and demand numbers <br />- Planning numbers and demand factors <br />- Previous Planning Documents <br />- List of possible Capital projects <br />- System history <br />Please provide a list of additional documentation and information that may be <br />necessary for the completion of the Water System Facilities Plan. <br /> <br />SECTION IV Tasks: Tasks, as more extensively detailed below, will encompass; <br />public outreach, reviewing existing data and facilities, evaluating capital projects, <br />creation of a decision tree, and summary report. <br /> <br />Task A: Determine through public outreach acceptable levels of service and <br />redundancy to cost effectively meet public expectations for the utility. <br /> <br />Task B: Review existing data and facilities <br />- Review demand and forecasting data (demands, demand factors, etc.) <br /> <br />
