1.0 Purpose of this document <br />This strategic requirements document is designed to provide a roadmap for making <br />improvements in Coal Creek operations, management and golfer experience. The golfer <br />experience is the true area of focus as we know a great experience will yield more <br />rounds, more revenue and increased golf course value. This document was created by the <br />Golf Course Advisory Board in concert with stakeholders including the Coal Creek <br />Ladies Golf League, Coal Creek Men’s Golf Association, Western Golf Properties, <br />general golfer inputs and general public input. This is meant to be a living document in <br />that it will be updated regularly as new ideas are received and priorities are changed. The <br />incorporated spreadsheet in the strategic requirements summary spreadsheet section of <br />this document will serve as the collection point and status of all issues and requirements <br />including ownership assignment of issues. As strategic items are resolved their resolution <br />will be reflected in this spreadsheet. The responsibility to maintain the integrity of this <br />document rests with the GCAB Board Chairman who will update it as needed and publish <br />to an appropriate forum as determined by City Council. <br />2.0 Conclusion <br />It is clear to the GCAB and many constituents by the number and kind of issues raised <br />that maintenance of the golf course facilities has been deferred for too many years and we <br />are now suffering the effects of this strategy. In particular, there are concerns with the <br />buildings both inside and outside, the landscaping and some parts of the golf course itself <br />e.g. irrigation problems, bunkers, dead, fallen and dying trees, tees and greens. In trying <br />to prioritize the large number of items it became apparent that many of these items are <br />considered urgent. These items unfortunately are higher cost items but the Board is of the <br />opinion that all possible steps should be taken to avoid further deterioration. The <br />questions to be decided are whether they are the responsibility of the City to fund or <br />should they be treated as legitimate maintenance to be covered by Western Golf <br />Properties and on what schedule should they be addressed to prevent further deterioration <br />to a point that might not be reversible without incurring significantly greater cost. <br />Conversely, there are several items that are of high priority but do not directly affect the <br />preservation of the asset nor do they directly affect the golfing experience. For these <br />reasons the Board does not include them for immediate action. <br />The following chapters and pages describe in detail how we gathered the requirements, <br />how they were categorized, what the issue ownership designations are, what the impacts <br />will be to golfer satisfaction, preservation of this significant asset of the City of <br />Louisville and what issues provide potential future revenue opportunities. <br />Coal Creek Golf Course Strategic Requirements - GCAB 4 <br />2/22/2011 <br />
