10. Since Hecla Lake Open Space has been identified as a potential bird sanctuary, additional
trees and shrubs should be indicated for the Open Space in the Master Landscape Plan. All
species shall be native in the Open Space and all seed mixes and species should be specified
to enhance the natural bird habitat.
11. City park should have bluegrass and open space areas should have native seeding depicted.
Currently, the Master Landscape Plan has an indication for Enhanced Natural Turf which is not
relevant to the city properties.
12. Irrigation on City-owned properties will need to meet City standards and be operable with
Parks & Recreation’s centralized irrigation system (this system requires a Sentinol controller).
There will need to be seperations in the system for bluegrass vs. native seeding areas as well
as right-of-ways and HOA maintained areas.
13. Revisions to the Landscape Legend:
a. Street trees and open space trees are not the same list. Separate the two and provide
a list of native trees for the open space areas.
b. Eliminate Norway Maple and substitute with Elm Hybrid (Homestead, Frontier).
c. Eliminate White Ash and substitute with Marshall.
d. Eliminate Canada Red Chokecherry.
14. The dedication language on P-2 of the GDP states that “Development of the areas labeled
Public Land Dedication may be undertaken by the City of Louisville, or by the developer of the
surrounding property. Development responsibility shall be determined at time of subdivision.
Public trails to be installed by developer according to specifications determined at time of
subdivision P.U.D.” However, there are no notes on the PUD indicating development
responsibility, nor are there any trail specifications.
15. Parks & Recreation’s role in reviewing and approving Hecla Lake and dam improvements is
unclear. Parks & Recreation requests guidance from the Planning Department regarding the
appropriate steps for review and approval of these improvements per the Subdivision
Agreement.
16. Per the Subdivision Agreement, phase 1a, which includes all public improvements, needs to
be completed prior to implementation of phases 2-4.
Page 2
