ÐßÎÕÍ ú ÎÛÝÎÛßÌ×ÑÒ <br />Memorandum <br />To: Planning Department <br />From: <br /> Parks & Recreation Department <br />Date: February 4, 2011 <br />Re: North End Phase 2 – Preliminary PUD, GDP & Plat <br />The Parks & Recreation Department has reviewed the Preliminary PUD, GDP & Plat dated January 7, <br />2011 for the North End Phase 2 Development and have the following comments: <br />1. The Parks & Recreation Department does not see a need for the additional land dedication for <br />Outlot H, the area directly west of the NCWCD Pump Station (see the attachment with the <br />area highlighted). The attachment also shows how the trail can be re-aligned for more efficient <br />pedestrian flow with the sidewalk and minimized conflict with the NCWCD service drive and <br />other utility conflicts. <br />2. The City park needs to be a separate outlot and designated as a park dedication. The plat <br />should indicate the outlot as City ownership with maintenance by the HOA. This would be <br />consistent with the pocket park in phase 1. The footprint of the City park outlot needs to be <br />extended as shown on the attachment. <br />3. The City park needs to include the arbor as shown on the original PUD. Also, the bird blind <br />interior to the trail west of the City park needs to be included as shown on the original PUD. <br />4. The City park will also need bike loops, a picnic table, a trash receptacle and a recycling <br />container which are not currently indicated on the PUD. <br />5. All parks and open space adjacent to right-of-way shall have city-style, 3-rail, post & dowel <br />fencing to delineate city property. The post & dowel fencing shall also be used to delineate <br />between the open space and the city park (see attachment). The fencing should be installed 1’ <br />inside the property line and be owned and maintained by the City of Louisville. <br />6. For sections of trail that need to be concrete (ie. the section through the City park, and the re- <br />aligned section along the Blue Star Lane sidewalk) a 3’-4’ wide crusher fine strip along one <br />side of the concrete shall also be installed. <br />7. The running slope of the trail exceeds the 5% ADA guideline in Outlot H. <br />8. Additional design work and study is requested for a safe pedestrian trail crossing at South <br />Boulder Road, south of Outlot H. <br />9. The grading and/or trail alignment east of Hecla Lake appears to be incorrect. The existing trail <br />needs to be surveyed for accuracy. <br /> <br />
