Local Licensing Authority <br />Meeting Minutes <br />November 27, 2023 <br />Page 3 of 5 <br />7. Authority Business <br />A. Public Hearing: New Application — Rabbit Hole Recreation <br />Services, Limited d/b/a Rabbit Hole Recreation Services — <br />Lodging & Entertainment Liquor License — 1156 W Dillon <br />Road, # 1 <br />The Public Hearing was opened by Lipton. The Secretary stated the <br />application was complete, the premises was posted, notice published <br />as required and no comments were received. Background reports <br />were conducted as required. There were no reasons to deny the <br />application. <br />There were no authority member disclosures and the members <br />agreed that the boundaries of the neighborhood are the current city <br />boundaries. <br />Lipton moved the entire application be made part of the record of the <br />hearing; Kaufman seconded. All in favor. <br />The applicant, Kurt Leinbach, was sworn in by the Secretary and gave <br />testimony on his application for a Lodging and Entertainment Liquor <br />License for the Rabbit Hole Escape Rooms. Carlson asked for a <br />description of the business. Kaufman asked about the occupancy <br />limits of each game room. Crowe asked about storage of liquor <br />around those under age that may come in to play the games. <br />Louisville business owner and resident, Mark Oberholzer, testified in <br />support of the application. There were no comments in opposition to <br />the application. <br />Lipton asked about a situation of over service. The applicant stated <br />that the staff is TIPS trained and unlike a bar no one will be sitting <br />around consuming multiple drinks. <br />There was no additional member discussion. Kaufman noted that the <br />applicant was of good moral character, there is a desire for the license <br />to be granted and that all City and State law requirements have been <br />met. Based on those findings, Kaufman moved that the application for <br />a Lodging & Entertainment Liquor License be approved. The motion <br />was seconded by Carlson. Roll call vote was unanimous for approval. <br />B. Public Hearing: New Application — Handy Restaurants, LLD <br />d/b/a Bawarchi Biryanis — Hotel & Restaurant Liquor License — <br />390 S McCaslin Blvd. <br />
