Public Hearing / Transfer Application: Ritika Corporation d/b/a Double <br />Happy — Hotel & Restaurant Liquor License — 740 Main Street <br />The Public Hearing was opened by Kaufman. The Secretary stated <br />the application was complete, the premises was posted, notice <br />published as required and no comments were received. Background <br />checks were conducted as required. There was no reason to deny the <br />application. <br />There were no authority member disclosures, and the members <br />agreed that the boundaries of the neighborhood are the current city <br />boundaries. <br />Kaufman moved the entire application be made part of the record of <br />the hearing; Machado seconded. All in favor. <br />The applicants, Triloki Prasad Patel and Dipesh Kumar Khadka, were <br />sworn in by the Secretary and gave testimony on the application for <br />transfer of a Hotel & Restaurant Liquor License. Machado asked if the <br />applicants had completed server training. Mr. Patel said they would do <br />the training as soon as possible. Kaufman asked how long they had <br />been the owners of the restaurant and Mr. Patel said July 24t" <br />There was no additional member discussion. Crowe noted that the <br />applicant was of good moral character, there is a desire for the license <br />to be granted and that all City and State law requirements have been <br />met. Based on those findings, Crowe moved that the application for <br />transfer of a Hotel & Restaurant Liquor License be approved with the <br />condition that the applicant provide proof of server training. The <br />motion was seconded by Lipton. Roll call vote was unanimous for <br />approval. <br />D. Recommendation to City Council Regarding Biennial Renewal — The <br />secretary informed the Authority of the current timeline for changing <br />the Municipal Code to allow biennial renewals. The secretary asked if <br />the Authority wanted to make a formal resolution to Council in support <br />and if the Authority wanted to use annual renewal as a punitive <br />measure. The Authority decided they did not need to make a <br />resolution to Council regarding biennial renewal and they did not want <br />to make an annual renewal requirement a punitive measure. <br />8. Police Department Report <br />Sgt. Kurtz said that the Octoberfest at the Elks Lodge went well and there <br />were no incidents. Kaufman asked if there had been any incidents in the <br />past year. Sgt. Kurtz said there were some incidents in the past, but the <br />establishments have been doing what they are supposed to be doing and <br />either cutting customers off or calling if there was a disturbance. <br />
