In your opinion, how should these issues be handled? <br />In your opinion, what are some best practices for How do you approach the balance of protecting lands with <br />advancing park and open space equity and ensuring appropriate recreational uses on Open Space? <br />access for all? <br />What professional qualifications, skill sets, <br />or relevant experiences do you believe will <br />contribute to the success and growth of the <br />Open Space Board? <br />Daniel Rupp <br />I'm passionate about preserving, protecting and <br />responsibly utilizing Louisville's open spaces, but also <br />recognize the need to balance conservation with the <br />diverse needs and interests of our community. Open <br />Spaces and Trails also serve as Gateways to Business <br />& Dining, and Entertainment Centers. Louisville is <br />working on an updated comprehensive plan, which <br />will lay out the integrated vision for our community <br />for the next decade. The people of Louisville value <br />community places to bring people together. People <br />want healthy living spaces such as parks, open spaces, <br />and other public places. <br />As a Marshall Fire survivor, and someone who lived in <br />Switzerland for a long time, I can bring a new <br />perspective to the board. I have heard the community <br />members express the desire for adequate Marshall <br />Fire Survivor representation on the OSA board. <br />I believe I can bring a thoughtful and inclusive <br />perspective to the Open Space Advisory Board. <br />Louisville's new comprehensive plan <br />Open space planning will be a crucial component of Louisville's new <br />comprehensive plan. Here's how they'll likely intersect: <br />1. Guiding Future Land Use: <br />The comprehensive plan will establish a vision for Louisville's future <br />growth and development. Open space planning will play a key role <br />in determining: <br />Which areas should be preserved: Identifying and prioritizing land <br />for conservation, considering factors like ecological value, <br />connectivity, and recreational potential. <br />Where development can occur: Directing growth in a way that <br />minimizes impacts on open spaces and natural resources. <br />Balancing competing demands: Finding ways to accommodate <br />housing needs and economic development while protecting <br />valuable open space. <br />2. Integrating with Other Planning Efforts: <br />Open space planning won't exist in isolation. The comprehensive <br />plan will likely integrate it with other planning areas like: <br />Transportation: Ensuring trails and open spaces are accessible and <br />connected to the broader transportation network. <br />Parks and Recreation: Coordinating open space management with <br />recreational amenities and programming. <br />Hazard Mitigation: Considering wildfire risk, floodplains, and other <br />natural hazards in open space planning. <br />3. Addressing Long -Term Challenges: <br />The comprehensive plan will provide a framework for addressing <br />long-term challenges facing open spaces, such as: <br />Community Engagement: Actively involve the <br />community in open space planning and decision - <br />making. <br />Universal Design: Incorporate universal design <br />principles in park development and renovations to <br />ensure that facilities, trails, and amenities are <br />accessible to people of all ages and abilities. <br />Programming: Offer a variety of inclusive programs <br />and activities that cater to diverse interests and <br />abilities. <br />Partnerships: Collaborate with community <br />organizations. <br />Smart Growth Principles: The EPA provides technical assistance <br />programs for Smart Growth and Open Space Conservation <br />Green Infrastructure Planning: This involves identifying and <br />prioritizing natural areas that should be preserved or restored to <br />protect long-term ecological health. <br />It also includes assessing community vulnerabilities to natural hazards <br />and planning accordingly <br />Community Engagement: Meaningful engagement with local partners <br />and residents. This ensures that conservation efforts reflect the needs <br />and values of the community, and that recreational opportunities are <br />accessible to everyone. <br />Environmental Stewardship: Parks and recreation professionals <br />should lead in protecting open space and managing land and <br />resources sustainably. I have been <br />supporting the Federal Government Agency <br />United States Geological Survey (U.S.G.S) and <br />National Park Services (NPS) as a Contractor <br />for the last 10 years. Among other things, we <br />bring the National Park Pass (America The <br />Beautiful) to the General Public. I have a <br />Masters Degree in Engineering Management, <br />and am an avid problem solver.
