RESOLUTION NO. 5 <br />SERIES 1999 <br /> <br />A RESOLUTION APPROVING AN INTERGOVERNMENTAL <br />AGREEMENT AMONG THE CITY OF LOUISVILLE, THE CITY OF <br />LAFAYETTE, THE CITY OF BROOMFIELD AND THE COUNTY OF <br />BOULDER, COLORADO. <br /> <br /> WHEREAS, an intergovernmental agreement has been proposed among the City of <br />Louisville, the City of Lafayette, the City of Broomfield and the County of Boulder; and <br /> <br /> WHEREAS, the City is authorized to execute the proposed intergovernmental agreement <br />pursuant to C.R.S. {}29-20-105, which authorizes the parties to cooperate and contract with each <br />other for the purpose of planning and regulating the development of land by means of a <br />"comprehensive development plan"; and <br /> <br /> WHEREAS, the City is further authorized to execute the proposed intergovernmental <br />agreement pursuant to other state laws, including but not limited to section 18 of article XIV of the <br />Colorado Constitution; part 2 of article 1 of title 29; part 1 of article 20 of title 29; part 1 of article <br />12 of title 31; and parts 2 and 3 of article 23 of title 31, C.R.S.; and <br /> <br /> WHEREAS, the proposed intergovernmental agreement is intended to and will assist in <br />preserving the unique and individual character of the City of Louisville; and <br /> <br /> WHEREAS, the proposed intergovernmental agreement is intended to and will assist in <br />preserving the rural character of certain lands in and surrounding the City of Louisville, and in <br />preserving buffers of open space and/or rural development between the City of Louisville and the <br />other cities that are parties to the proposed agreement; and <br /> <br /> WHEREAS, the proposed intergovernmental agreement is intended to preclude increased <br />development and urban sprawl which would obliterate the boundaries of Louisville, Broomfield <br />and Lafayette and would, if permitted in unincorporated areas, require the provision of urban <br />services within such unincorporated areas; and <br /> WHEREAS, the proposed intergovernmental agreement is intended to encourage and <br />provide for planned and orderly growth within the City of Louisville and within the jurisdictions of <br />the other parties, and for proper functioning of transportation infrastructure in the areas affected by <br />the agreement; and <br /> <br /> WHEREAS, the proposed intergovernmental agreement is intended to encourage the <br />natural and well-ordered future development of Louisville and of the other parties, promote planned <br />and orderly growth in the areas affected by the agreement, and reduce and avoid, where possible, <br />friction among the parties; and <br /> <br /> <br />
