<br />RESOLUTION NO. 30, <br />SERIES 2005 <br /> <br />A RESOLUTION APPROVING THE CITY OF LOUISVILLE <br />COMPREHENSIVE PLAN 2005 UPDATE <br /> <br />WHEREAS, the City of Louisville is a home rule municipal corporation organized under and <br />pursuant to Article XX of the Colorado Constitution and the Louisville Home Rule Charter; and <br /> <br />WHEREAS, by virtue of such authority, and as further authorized by the Colorado Revised <br />Statutes (C.R.S.) and the Louisville Municipal Code (L.M.C.), including but not limited to c.R.S. ~~ <br />31-23-206 et seq. and L.M.C. Chapters 2.60 and 17.64, the City has broad authority to make and adopt <br />a comprehensive plan for the physical development of the municipality; and <br /> <br />WHEREAS, pursuant to such authorities, the City has adopted a Comprehensive Plan, which <br />Plan was last updated on a citywide basis in 1989 and which Plan serves as a guiding document <br />containing the policy framework under which new development and redevelopment within the City <br />will be evaluated; and <br /> <br />WHEREAS, the City Council on April 20, 2004 formally initiated a process to review and <br />update the Comprehensive Plan on a citywide basis, which process has consisted of several phases <br />and included various workshops, meetings and hearings regarding the drafting and adoption of an <br />updated citywide Comprehensive Plan; and <br /> <br />WHEREAS, the City conducted in May 2004 stakeholder interviews where over 140 <br />individuals were interviewed to ascertain their vision for the Community's future; and <br /> <br />WHEREAS, the City conducted three public workshops on June 30, September 16, and <br />November 18,2004 where community residents and business stakeholders participated directly in the <br />drafting of a Community Vision Statement and a proposed Framework Plan for land use as part of <br />the elements of the Comprehensive Plan 2005 Update; and <br /> <br />WHEREAS, the Planning Commission has held duly noticed public hearing sessions to <br />review and gather public input on the Comprehensive Plan 2005 Update, which sessions were held <br />on February 24, March 15, April 21, April 28, May 19, May 26, June 6, and June 9,2005; <br /> <br />WHEREAS, the Planning Commission's review included extensive public comment and <br />testimony, as well as several baseline studies of conditions and matters relevant to formation ofthe <br />Comprehensive Plan 2005 Update, including a Housing Assessment Study prepared by McCormick <br />and Associates, a Market Study and a Fiscal Analysis prepared by The Leland Group, and a <br />Transportation and Utility Analysis prepared by PBS&J; and <br /> <br />WHEREAS, the Planning Commission on June 9, 2005 unanimously adopted its Resolution <br />No. 15, Series 2005, forwarding its recommendation on the Comprehensive Plan 2005 Update, and <br /> <br />1 <br />
