City Council <br />Study Session Summary <br />July 22, 2014 <br />Library Meeting Room, 951 Spruce Street <br />7:00 PM <br />st <br />The City Council met in a study session at 7:00 p.m. in the 1 floor Meeting Room at the <br />Louisville Public Library at 951 Spruce Street, Louisville, Colorado. The following <br />persons were present: <br />City Council Present: Mayor Robert Muckle <br />Mayor Pro Tem Hank Dalton <br /> Council member Jay Keany <br /> Council member Jeff Lipton <br />Council member Susan Loo <br /> Council member Ashley Stolzmann <br /> <br />Staff Present: Malcolm Fleming, City Manager <br />Meredyth Muth, Acting Deputy City Manager <br />Troy Russ, Planning and Building Safety Director <br />Dawn Burgess, Executive Assistant to the City Manager <br />Others Present: Deb Fahey, Historic Preservation <br />Susan Honstein, Cultural Council <br />Michael Menaker, Revitalization Commission <br />Mark Persichetti, Sustainability Advisory Board <br />Sandy Stewart, Golf Course Advisory Board <br /> <br />The meeting was called to order at 7:03 pm by Mayor Muckle. <br />Call to Order <br />Update/Discussion Board and Commission Communication, Terms and General <br />Processes: <br />Council discussed what, if any changes might be needed to help Boards and <br />Commissions operate more effectively. Term limits, length of terms, number of people <br />on boards and legal requirements of Boards were discussed. Institutional knowledge <br />and expertise are lost with term limits but unlimited terms limits opportunity. Council <br />discussed adding seats to boards. <br />Quorum and meeting notice were discussed. City Attorney Sam Light stated that the <br />public has the right to be present when policy is made.
