The following persons <br />were present- <br /> <br />City Council Present: <br /> <br />Mayor Chuck Sisk, Dave Clabots, Jay Keany (7:10 <br />p.m.), Arnie Levihn, Sheri Marsella, and Michele Van <br />Pelt <br /> <br />City Council Absent: <br /> <br />Don Brown <br /> <br />Staff Present: <br /> <br />Heather Balser, Asst. City Manager for Govt. Relations <br />Julie Boyd, Deputy City Manager <br />Belinda Goebel, Administrative Assistant <br />Cindy Lair, Land Management Director <br />Anne Mojo, Library Director <br />Bill Simmons, City Manager <br /> <br />Mayor Sisk called the meeting to order at 7:00 p.m. <br /> <br />Public Comments <br />None <br /> <br />Update - Colorado Legislature <br />Heather Balser reviewed several bills of interest from the 2005 Colorado <br />Legislative Session, including SB 182 concerning partial takings in connection <br />with property acquisitions and transportation projects undertaken by RTD; SB <br />224 concerning urban renewal; SB 1148 modifying statewide tolling enterprise <br />law; and SB 1304 concerning municipal and county land use powers over the <br />location of manufactured housing. <br /> <br />Discussion - Utility Bill Insert Policy <br />Mayor Sisk explained that in the past, utility bill inserts were allowed if they did <br />not cause the envelope to exceed the one ounce mailing rate.
