Call to Order - Mayor Sisk called the meeting to order at 7:00 PM. <br /> <br />City Council: <br />Mayor Charles Sisk <br />Sheri Marsella, Mayor Pro Tem <br />Dave Clabots <br />Hank Dalton <br />Bob Muckle (arrived at 7:10 PM) <br />Ron Sackett <br />Frost Yarnell <br /> <br />Staff Present: <br />Malcolm Fleming, City Manager <br />Heather Balser, Assistant City Manager <br />Debbie Borelli, City Manager's Office <br />Kevin Watson, Finance Director <br /> <br />2. UpdatelDiscussion - Revenue Stability Workgroup Report <br />City Manager Malcolm Fleming explained that the goal of the group was to <br />develop a way to share sales tax among the participating Boulder County <br />municipalities. City Manager Fleming said that the group has hired a consulting <br />firm, BBC Research and Consulting and have looked at several approaches to <br />sharing revenue: population-based, spending power, leakage adjustment, and <br />regional land banking. City Manager Fleming said that the group continues to <br />work on developing a system. <br /> <br />Mayor Pro Tem Sheri Marsella, a group member, said that because of where the <br />different municipalities are at - Boulder/Louisville, Superior - at the end of their <br />build out; Lafayette and Erie - still building - that it makes it difficult to come to a <br />consensus because with each model there is always winners and losers. Mayor <br />Pro Tem Marsella said that at this point the group has each municipality working <br />with its neighbor to see if neighboring plans can be developed and then <br />transferred to the group at large.
