The following persons <br />were present - <br /> <br />City Council Present: <br /> <br />Mayor Pro-Tem Sheri Marsella <br />Dave Clabots <br />Hank Dalton <br />Bob Muckle <br />Ron Sackett <br />Frost Yarnell <br /> <br />City Council Absent: <br /> <br />Mayor Chuck Sisk <br /> <br />Staff Present: <br /> <br />Malcolm Fleming, City Manager <br />Heather Balser, Deputy City Manager <br />Meredyth Muth, Public Relations Manager <br />Rhonda Welborn, Executive Assistant <br />Joe Stevens, Parks and Recreation Director <br />Dean Johnson, Parks Superintendent <br />Kevin Watson, Finance Director <br /> <br />A Board representative from the Historical Preservation Commission (HPC) <br />discussed allocation of Historic Preservation taxes. The Historic Preservation <br />Fund is supplemented by tax, donations and grants. The representatives <br />discussed fund areas, as well as encompassing historic surveys. The HPC <br />hopes to hire a preservation planner on staff, and museum staff to conduct <br />research. Incentives to preserve would encompass grants and low interest <br />loans, as well as incentives to developers. The aspect of incentives needs more <br />exploration. Currently, funds are divided between residential and commercial. <br />There have been concerns raised that residential structures would be short <br />changed. Another idea explored is to purchase buildings, landmark the buildings <br />and sell them back. One option would be to purchase preservation easements to <br />keep the structures as they are.
