SPECIAL MEETING LOUISVILLE CITY COUNCIL JANUARY 24, 1980 Mayor Waschak called the special meeting to order with the following Council members present: Domenico, Caranci, Fauson, DelPizzo. Excused absence: Councilmen Meier and Carnival. Others present: City Admin- istrator Wurl, City Clerk Stahl and Wayne Morrison. Mayor Waschak explained that a special meeting was called for the con- sideration of Ordinance No. 670 on first reading and Resolution No.4, both pertaining to the City Hall financing. SEWER RATES - TOWN OF SUPERIOR Mr. Wurl asked Council if they recalled what sewer charge was decided upon with the Town of Superior, when the were negotiating. Councilmen Caranci and DelPizzo stated they remembered the fee to be more than residents because of the extra person that would be needed to run the plant. Mr. Wurl stated that he would double the fee for sewer facilities in the agreement and it could then be discussed by the two Councils. All members of Council had before them a copy of Ordinance No. 670 for their review and files. Mr. Wurl read the ordinance on first reading by title only. Mr. Wurl stated that All State Ins., who is buying the note had some changes where the City would pay 1/12 of the cornrnittment each year on City Hall payment to a special fund monthly out of sales tax revenue. It also provides for additional money to be put in the fund. The City also needs to eastablish a reserve fund of approximately $58,000, in a five year period. ORDINANCE NO. 670 Resolution No.4, has a section whic states the City cannot purchase addi- tional space when space is still avail- able in City Hall. Councilmen Caranci and Fauson stated that they did not approve of the clause and felt that it was binding the City for 15 years not to be able to buy any other space. Councilman Fauson stated that he did not feel the library should be caught up in that clause, nor the police dept.
